I think this article represents the dawning of an new era for American cities and American politics as a whole. The mid-term elections demand a change improvement of the federal deficit. This requires American cities to begin implementing programs and policies that help their cities instead of relying on federal programs and funds. It's time for America to start relying and working from the ground up, and it looks like American cities are starting that trend.
