Senator Harkin and Udal should be praised for their optimism. Although they claim some republicans support them, I simply don't think they will succeed. The two democrats' concerns are legitimate: Congress does need to reform the way it uses the filibuster if it wants to regain the trust of Americans. However, the GOP will undoubtedly sabotage this necessary change simply because, well, it's a proposal from the Dem party.
