Combat Ends In Iraq, but "new dawn" for State Department

Yesterday at 5:00 PM EST, the United States officially ended its combat mission in Iraq. But many new questions arise as the Department of State begins to take control of the situation in Iraq, in particular budget cuts in the department. Lawmakers have slashed budget intended for building a stronger democracy in Iraq.
